RTC Washoe plans to reconstruct 7th Street in Sun Valley and Golden Valley Road in Golden Valley.
The effort, called the O'Brien Pass Safety project, will add crash reduction features and better accommodate vulnerable road users, according to the RTC Washoe project listing. The project is listed as upcoming. No contractor has been chosen.
Scott Gibson, a licensed professional engineer, is the RTC project manager. CA Group, a Nevada-based transportation engineering firm, has been selected as the design consultant.
RTC lists preliminary design for November 2027, final design for June 2028 and construction for September 2028. The total project estimate is $25 million, funded by RTC’s local fuel tax.
The O'Brien Pass corridor sits in a part of Sun Valley that RTC Washoe's own planning documents describe as having a compact, grid-like road network well suited to biking and walking. The broader Sun Valley and Panther Valley planning area has a population of more than 44,000, according to RTC Washoe's Neighborhood Network Plan page for the area.
That neighborhood is the third area studied under RTC Washoe's Active Transportation Program. The Sun Valley and Panther Valley Neighborhood Network Plan is scheduled for RTC Board approval in 2026.
The RTC Board received a presentation on the draft plan at its Oct. 16 meeting, according to the meeting agenda.
The O'Brien Pass Safety project is separate from the larger Sun Valley Boulevard Corridor project, an $88 million effort covering Sun Valley Boulevard between Scottsdale Road and 7th Avenue. That project's construction was estimated to begin in summer 2027, according to an RTC presentation to the Sun Valley Citizens Advisory Board on Jan. 5, 2025.
Construction is scheduled to begin in September 2028.
